Reverend Carr is a native of Hampton, VA. She believes that living her life without the covering of her Lord and Savior Jesus Christ would be a wasted life. As a child she learned the importance of a relationship with God and became baptized at the age of 12.

In 2000, she was called into ministry at Rehoboth Baptist Church in Columbia SC, as an Evangelist. Minister Carr preached in the federal jail as part of the Church prison ministry.

In May 2003 Minister Carr served as the Co-Chair of the Evangelism Ministry at Mount Hope Baptist Church, Spotsylvania, VA. While there she was selected to become a member of the Fredericksburg Baptist Association. Its mission was church planting/development. From 2004-2012 the Association planted four churches which are serving God’s people in the community. In June 2012 she was ordained as a Reverend/Elder.
She became a member of Mount Olive Baptist Church in Nov 2012-2018 where she served as Youth Pastor and Interim Pastor. As Interim Pastor she conducted Pastoral Care, officiated funerals, planned worship services, including sermon preparation and preaching, hospital, and nursing home visits.

Reverend Carr served as the Director of Life Lifters International from 2016-2019. The mission of Life Lifters International was to facilitate healing, personal growth and self-sustainability for women and families, through enrichment coaching. Rev Carr is also a Certified Pastoral Care Specialist sponsored by Pastoral Counseling of Northern Virginia, and a member of the Association of Biblical Counselors (ABC).

She currently serves as the First Lady of Shiloh New Site Baptist Church, Stafford, VA.
Reverend Carr is a graduate of Camden University, Wilmington, Delaware with a Bachelor of Arts in Business Management. She is also a graduate of International Seminary (Master of Ministry in Christian Counseling and Bachelor of Science in Ministry).

Reverend Carr is a retired Army Master Sergeant (E-8), combat Desert Storm/Desert Shield Veteran, and served abroad for many years during her military career. She has held leadership positions in the Army and is also a retired GS-14 Logistics Management Supervisor. She is a member of the Dale City-Prince William Chapter Top Ladies of Distinction where she serves as the Assistant Chaplin and a member of the Fredericksburg Stafford Chapter of the National Council of Negro Women.
Reverend Carr is proud and honored that Jesus blessed her with her husband, Rev. Dr. Gary Carr, Pastor of Shiloh New Site Baptist Church, Stafford VA. She has three daughters, Kimberly Shropshire son in law James, Shonda Harris son in law Colin, Courtney Moore son in law Kalvin, and 6 grandchildren.
